God’s Sovereignty vs. Satan’s Influence: Who Controls the World?

What the Bible says about whether God or the devil is in control of the world today. 

Many people look at the world and ask, “If God is in control, why is there so much evil, confusion, and pain?” It is an honest question. Wars, injustice, broken homes, corruption, and spiritual confusion can make it seem like God is absent. Some people conclude that God has stepped back and that the devil is really running the show. But the Bible gives a more careful answer: God is still the supreme ruler over all things, while Satan is allowed a limited, temporary influence in this fallen world. 

God Is Still on the Throne 

The Bible says God’s throne is established in heaven and His kingdom rules over all. That means nothing happens outside His knowledge, power, or permission. The devil is not God’s equal. He is not an opposite force battling God on even terms. God does not struggle to stay in charge. He reigns fully and always has (Psalm 103:19; Daniel 4:35; Isaiah 46:9–10; Proverbs 21:1; Ephesians 1:11).  

Why Does the Devil Seem So Active? 

Jesus called Satan “the ruler of this world,” and Paul called him “the god of this age.” Those titles do not mean Satan owns the earth or rules without limits. They mean he has real influence over the present world system—especially where people reject God’s truth. He works through deception, temptation, pride, unbelief, and rebellion. In that sense, the devil is active in worldly thinking and sinful human behavior, but only within the boundaries God allows (John 12:31; John 14:30; John 16:11; 2 Corinthians 4:4; Ephesians 2:2; 1 John 5:19).  

So, Who Is Regulating Affairs on Earth? 

The clearest biblical answer is this: God is ultimately governing the universe, but Satan is presently exerting powerful influence over a fallen world. God is the King; Satan is a rebel on a leash. God permits, limits, and overrules evil for His own wise purposes. So when the world looks chaotic, that does not mean God has lost control. It means we are living in a world deeply affected by sin, where the devil is at work, yet never outside God’s sovereign rule (Job 1:12; Job 2:6; Luke 22:31–32; Romans 8:28; Colossians 1:16–17).  

What This Means for Us 

This truth should make us sober, but not hopeless. We should not blame the devil for everything and ignore the sin in our own hearts. At the same time, we should not be naive about spiritual evil. The right response is to trust God, resist the devil, and cling to Christ. For believers, this is a call to humility, prayer, obedience, and confidence that God’s purposes will stand even in a troubled age (Mark 7:21–23; James 4:7; 1 Peter 5:8–9; Ephesians 6:10–12; 1 John 4:4).  

In short, the devil is influential, but God is sovereign. Satan may disturb, deceive, and tempt, but he does not sit on the throne. The world is not spinning out of God’s control. One day Christ will return, evil will be judged, and God’s rule will be seen openly and fully. Until then, we live by faith, knowing that the Lord still reigns (Colossians 2:15; Hebrews 2:14; Revelation 20:10; Revelation 11:15).
